01 · Regions, Compliance and Buying in One Paragraph
Google Cloud blog for Oracle AI World, Las Vegas · 28 October 2026
Every feature in this series only matters if you can run it where your data is allowed to live.
Google's 28 October 2026 post on Oracle AI Database@Google Cloud spent most of its length on agents, Gemini and data unification. Near the end it covered three practical items. First, two new regions are live: Turin in Italy (zone europe-west12-a) and Queretaro in Mexico (zone northamerica-south1-b). They join existing hubs that include Milan, Iowa, Sao Paulo, Tokyo, Sydney and Mumbai. Second, Oracle plans to pursue FedRAMP High for the service, so US government and public-sector customers could run regulated workloads on Exadata Database Service on Dedicated Infrastructure inside Google Cloud Assured Workloads. Third, customers can buy through Google Cloud Marketplace, use existing Google Cloud commitments, get unified billing and earn Oracle Support Rewards.
The status of each item matters. The regions are live today. FedRAMP High is a plan, not an authorization, with no date. The buying options exist now, but exact terms depend on your own Google and Oracle agreements. This post covers each and ends with a checklist for architecture and procurement teams.
02 · Two New Live Regions: Turin and Queretaro
Answer: Oracle AI Database@Google Cloud is now live in Turin, Italy (europe-west12-a) and Queretaro, Mexico (northamerica-south1-b). Google named them alongside existing hubs including Milan, Iowa, Sao Paulo, Tokyo, Sydney and Mumbai, but did not give a total region count.
Region launches are easy to skim past, yet they often decide whether a project can start. A bank in Italy that must keep data in the country, or a manufacturer whose core apps already run in Google Cloud in Mexico, could not place Oracle Exadata next to those apps without a local site. Turin gives Italy a second named location after Milan; Queretaro adds a Mexican option alongside Sao Paulo.
As a reminder, the service runs Oracle-operated Exadata infrastructure inside Google Cloud data centers. Each deployment links to an OCI parent region, and client and backup subnets sit in the customer's VPC. A new region therefore means new Exadata capacity inside a Google Cloud location, close to the Compute Engine, GKE and Gemini workloads already running there.
| Location | Country | Status in the 28 Oct 2026 post | Zone given |
|---|---|---|---|
| Turin | Italy | New, live | europe-west12-a |
| Queretaro | Mexico | New, live | northamerica-south1-b |
| Milan | Italy | Existing hub | Not stated in the post |
| Iowa | United States | Existing hub | Not stated in the post |
| Sao Paulo | Brazil | Existing hub | Not stated in the post |
| Tokyo | Japan | Existing hub | Not stated in the post |
| Sydney | Australia | Existing hub | Not stated in the post |
| Mumbai | India | Existing hub | Not stated in the post |
03 · How to Choose a Region
Answer: Choose the region where your applications and Gemini workloads already run, inside the boundary your data residency rules allow, and with a second region that can host a standby if you need disaster recovery. Then confirm the exact services and zones in Google's regions documentation.
Most region decisions come down to three questions. Where are the apps? Where is the data allowed to be? And where would a standby go if the primary site failed? Latency is felt on every transaction, residency is a hard filter, and disaster recovery depends on what the first two leave you.
The figure below lists the regions Google named, groups them by geography and highlights the two new ones. It also shows one pairing idea. With Milan and Turin both in Italy, a team that must keep data in the country could consider a primary in one and a standby in the other. That is a design idea to test, not a published Oracle or Google pattern.
Green cards are the new regions, with the zone IDs Google published. The purple arrow is the Milan and Turin idea. Before relying on it, confirm that both regions offer the service and shape you need, that cross-region networking fits your recovery targets, and that your regulator accepts the pair.
| Question | What to check | Why it matters |
|---|---|---|
| Latency to apps | Which Google Cloud region runs the app tier, GKE clusters and Gemini or Vertex AI workloads | Database round trips on every request; agents may call SQL many times per task |
| Data residency | Country or regional rules for personal, financial or government data | A region outside the allowed boundary is ruled out, whatever its latency |
| Service availability | Which of ExaDB-D, ExaDB-XS and Autonomous AI Database the region offers | Not every region offers every service; check the docs |
| DR pairing | A second region with the same service, plus network paths between them | A standby is only useful if it can be built and reached |
| OCI parent region | Which OCI region manages the deployment | Affects where control-plane operations and some metadata are handled; confirm with Oracle |
A note on the DR pair idea
Oracle Data Guard is the usual way to keep a standby database elsewhere, but the October 2026 post did not describe cross-region Data Guard between Milan and Turin. Ask your account teams whether the pairing is supported, which network path redo would take, and how failover would be tested.
04 · FedRAMP High: What Is Planned
Answer: Oracle plans to pursue FedRAMP High for Oracle AI Database@Google Cloud, so US government and public-sector customers could run regulated workloads on Exadata Database Service on Dedicated Infrastructure within Google Cloud Assured Workloads. It is a plan only. No authorization exists yet and no date was announced.
FedRAMP is the US federal program that assesses and authorizes cloud services for government use. The High baseline covers systems where a breach could have severe effects, such as law enforcement, health, financial and emergency services data. Google Cloud Assured Workloads applies compliance controls to a folder of projects, such as limits on where data and support personnel can be located.
Google listed three benefits: co-location with the applications and Gemini services agencies already run in Google Cloud, low latency from sharing a region, and simpler billing and procurement through Google Cloud Marketplace or certified partners. Note the scope: the plan names Exadata Database Service on Dedicated Infrastructure (ExaDB-D), not every service in the family.
| Stated in the announcement | Not yet stated |
|---|---|
| Oracle plans to pursue FedRAMP High for Oracle AI Database@Google Cloud | Any date for authorization |
| Target customers: US government and public sector with regulated workloads | Which US regions will be in scope |
| Service named: Exadata Database Service on Dedicated Infrastructure | Whether ExaDB-XS or Autonomous AI Database will follow |
| Deployment model: within Google Cloud Assured Workloads | The specific Assured Workloads control package to use |
| Buying: Google Cloud Marketplace or certified partners | Which partners will be certified, and contract vehicles |
05 · A Public-Sector Architecture, Sketched
Answer: An agency deployment would likely place applications, Gemini and Oracle-operated ExaDB-D inside one Assured Workloads boundary in a US Google Cloud region, with Oracle managing the infrastructure from an OCI parent region and billing flowing through Google Cloud Marketplace. Oracle has not published this design, so it is illustrative.
The pieces of the announcement fit together into a recognisable shape, even without a published reference design. Agency staff reach applications over private connectivity. The applications and Gemini sit in Google Cloud projects inside an Assured Workloads boundary. The database is ExaDB-D on Oracle-operated Exadata in the same Google Cloud region, so SQL traffic stays local. Oracle's control plane in the OCI parent region manages the infrastructure, and usage appears on the agency's Google Cloud bill.
The figure below draws that picture. Read it as a map of traffic and responsibility, not a certified configuration. In particular, the role of the OCI parent region inside a FedRAMP High boundary is one of the details Oracle has not yet described.
Blue arrows stay inside the region: apps and Gemini both reach the database without leaving Google Cloud. The red dashed path is Oracle's management link to the OCI parent region, which an assessor will want to understand. The grey path shows the commercial flow, where usage is billed by Google rather than through a separate Oracle invoice.
What public-sector teams can do now
Waiting for an authorization does not mean waiting to prepare. These steps help whatever the timing.
- Classify the workloads. Separate systems that truly need FedRAMP High from those that could run at lower impact levels or with non-regulated data.
- Pilot with non-regulated data. Use a live US region to test performance, networking and Gemini or MCP integration with data that is safe to use today.
- Design inside Assured Workloads. Learn how folders, projects and controls work, so the database can slot into an existing compliant landing zone.
- Engage your authorizing official early. Share the planned scope, including the OCI parent region role, and ask what evidence they will need.
- Line up a buying path. Decide whether you will transact through Google Cloud Marketplace or a certified partner, and which contract vehicle applies.
- Track the status. Record the date you check FedRAMP and vendor sources, and revisit the plan when the authorization status changes.
06 · How to Buy Oracle AI Database@Google Cloud
Answer: You buy through Google Cloud Marketplace. Spend can be applied against existing Google Cloud commitments, appears on a unified Google Cloud bill, and earns Oracle Support Rewards. Certified partners can also help with procurement, particularly for public sector.
The commercial model is one of the strongest arguments for the service. Many enterprises have a committed spend agreement with Google Cloud and a separate support relationship with Oracle. Buying Oracle databases through Google Cloud Marketplace lets the database spend count where the customer's cloud budget already sits, while Oracle Support Rewards links that cloud spend back to the Oracle support bill.
| Lever | What it means | What to confirm |
|---|---|---|
| Google Cloud Marketplace | The service is ordered and provisioned through Marketplace and the Google Cloud console | Which offer applies to you, and whether a private offer is available |
| Existing Google Cloud commitments | Marketplace spend can be applied against committed Google Cloud spend | How much of the spend counts toward your commitment under your contract |
| Unified billing | Oracle database usage appears on your Google Cloud bill | How charges are labelled, so you can allocate them to projects and teams |
| Oracle Support Rewards | Eligible cloud spend earns credits toward Oracle support | Eligibility, rates and how credits are applied, from Oracle |
| Certified partners | Partners can help with procurement, design and delivery | Partner certification and, for public sector, the contract vehicle |
The announcement did not publish prices or reward rates, and neither does this post. Pricing depends on the service (ExaDB-D, ExaDB-XS or Autonomous AI Database), the infrastructure size, the license model offered for your order and your negotiated terms. Ask your account teams for figures. The figure below puts the buying levers in order and adds the one decision that changes the path: whether the workload is regulated US public-sector data that would need FedRAMP High. Most teams take the "no" branch today.
The green branch is the normal path: accept the offer, apply commitments, confirm Support Rewards, plan the region and network, then provision. Regulated US public-sector workloads follow the red branch, preparing and piloting until FedRAMP High is actually authorized.
07 · A Practical Procurement Checklist
Answer: Bring architecture, procurement, finance and security into one review before you accept the offer. Agree the region, the service, the commercial levers and the compliance status, and write each decision down with the date and source.
Database projects stall more often on paperwork than on technology. Each line below has a clear owner, and each answer should come from a document or an account team.
- Name the workload and service. State whether you need ExaDB-D, ExaDB-XS or Autonomous AI Database, and the size range you expect.
- Pick the region and a standby option. Confirm the service is offered in your chosen region and, if you need DR, in a second region you can use.
- Check residency and compliance. Record which rules apply. For US regulated public-sector data, note that FedRAMP High is planned, not authorized.
- Confirm the Marketplace offer. Identify the public or private offer you will accept and who in your organization can accept it.
- Map commitment drawdown. Ask Google how this spend counts against your existing Google Cloud commitment.
- Confirm Oracle Support Rewards. Ask Oracle for eligibility and how credits will appear on your support invoices.
- Plan the network. Reserve non-overlapping CIDR ranges for the client and backup subnets in your VPC, and agree firewall and DNS ownership.
- Choose a partner if needed. Decide whether a certified partner will handle procurement, migration or run operations.
This is the last post in the series. Watch Google's regions page, FedRAMP listings and your account teams for the open items above.
The cheapest Oracle database on Google Cloud is the one you can buy against money you have already committed, in a region you are already allowed to use.
08 · Key Takeaways
- Two regions are live now. Turin (europe-west12-a) and Queretaro (northamerica-south1-b) join hubs including Milan, Iowa, Sao Paulo, Tokyo, Sydney and Mumbai.
- Choose by apps, rules, then DR. Put the database next to the apps and Gemini, inside the residency boundary, with a standby option you have confirmed.
- Milan and Turin are a pairing idea. A same-country primary and standby is worth testing, but it is not a published pattern.
- FedRAMP High is planned, not certified. It targets ExaDB-D inside Google Cloud Assured Workloads; prepare and pilot with non-regulated data.
- Buy through Marketplace. Use existing Google Cloud commitments, unified billing, Oracle Support Rewards and certified partners, and confirm terms with both vendors.
